Within the scope of Wiley – TUBITAK ULAKBIM Wiley Read & Publish Agreement, the quota for publishing open access articles in Wiley Hybrid ve Wiley Gold Journals without paying APC (Article Processing Charge) has been filled for 2025. A limited portion of the quota has been reserved for articles whose applications were submitted before 12:00 PM on June 5, 2025, which is the date when the Wiley 2025 open access article publication account was closed, and whose authors received the following notification from TÜBİTAK ULAKBİM:

“... your application has been received. If your article is accepted for publication by the journal’s editorial board and the acceptance information is recorded in TÜBİTAK ULAKBİM’s system at a time when the national quota under the Wiley AE agreement has not yet been exhausted, your article will be granted open access approval. In the event that the quotas are exhausted, TÜBİTAK ULAKBİM will not be able to cover the article processing charges, and the responsibility will rest with the author(s).”

If articles in this category are accepted before the quota is depleted and a DOI number is assigned in the system, open access approval will be granted. However, if the quota is no longer available, unfortunately, approval cannot be provided, and as stated in the notification above, the responsibility for covering the article processing charges will lie with the author(s).

Researchers will be able to continue to publish their articles free and closed access.
