Agreement: Wiley Read and Publish Agreement

Summary: Within the scope of Wiley – TUBITAK ULAKBIM Wiley Read & Publish Agreement, our researchers (Corresponding Author) will be able to publish their articles in Wiley Hybrid and Gold Open Access journals without paying APC (Article Processing Charge).

Within the framework of the “Read & Publish” Agreement covering the 2026–2028 period, the “TÜBİTAK Open Access Article Account” was activated on 17 February 2026. Only articles that have been accepted on or after this date will be eligible for evaluation under the Agreement. Articles accepted prior to 17 February 2026 shall not be considered within the scope of the Agreement.

 

 

Agreement Years: 2026-2028

Eligible Journals: For the SCIE and SSCI categories, Q1–Q2 journals are included, while for the AHCI category, all journals are included.

Important Details:

  • Regardless of whether the journal a Hybrid or Gold model, if, at the time the article is accepted, the Agreement is in force, the quota is available, and the article meets the TÜBİTAK eligibility criteria, the APC for the relevant article may be covered under the Agreement.
  • The author must be the “corresponding author* of the article.
  • There is a “national annual OA article publishing quota”

    • 2026: Gold/650 + Hybrid/1173 

    • 2027: Gold/659 + Hybrid /1196 

    • 2028: Gold/668 + Hybrid /1220 

  • Article funding requests for OA publication will be reviewed for approval by TÜBİTAK ULAKBİM on a “first come, first served rule”.
  • An institutional e-mail address must be used.
