Oxford Journals Read & Publish Agreement

Summary: Within the scope of Oxford University Press (OUP) – TUBITAK ULAKBIM Wiley Read & Publish Agreement, our university researchers (Corresponding Author) can publish their articles as open access in Oxford Hybrid and Gold Open Access journals in the publication types “research article, review article, brief report, case report” without paying APC (Article Processing Charge).

Under the “Read & Publish” agreement for the 2026–2028 period, the “TÜBİTAK Open Access Article Account” became active on February 27, 2026. As of this date, accepted articles have begun to be evaluated according to the established criteria.

For articles published as open access in Hybrid and Gold journals between 1 January 2026 and 27 February 2026 (the date the agreement was signed) with the APC fee paid, no refund will be provided.

•   For articles published as closed access, it will be possible to convert            them to open access free of charge with the approval of TÜBİTAK ULAKBİM, upon the author’s request. (For requests: ukg@ulakbim.gov.tr )

Agreement Years: 2026-2028

Eligible Journals: All Hybrid and Gold (Full) Open Access journals on Oxford Journals Online that are indexed in SCIE, SSCI, and AHCI are covered by the agreement.

Important Details:

The author must be the “corresponding author” of the article.

The corresponding author must be a member of the university’s active academic staff.There is a “national annual OA article publishing quota

2026: 400

2027: 408

2028: 416 

If the quota is exhausted, a 25% APC discount will be applied for Open Access journals. The fees will be covered by the authors.

Article funding requests for OA publication will be reviewed for approval by TÜBİTAK ULAKBİM on a “first come, first served rule”.

An institutional e-mail address must be used.
