According to the announcement issued by TÜBİTAK, the current status of the open-access article quotas allocated for use in Gold and Hybrid journals in 2026 under the Wiley–TÜBİTAK Read & Publish Agreement is as follows:
Gold Journals:
The article quota allocated to Gold journals for 2026 has been fully used as of August 12, 2026.
• For articles submitted for open access approval to TÜBİTAK in 2026 that are currently “Under Review” status, if they are accepted between August 12 and December 31, 2026, open access support cannot be provided under the agreement, as the 2026 quota has been exhausted. The article will automatically be directed to the “Author Pays” option.
• If articles submitted for open access approval to TÜBİTAK in 2026 and currently “Under Review” status are accepted in 2027, they may benefit from the agreement, provided that the 2027 quota is available and the required author workflows are completed following acceptance.
• For articles submitted to the journal in 2026 that are currently “Under Review” status, if they are accepted in 2027, an application can be made to benefit from the agreement, subject to quota availability and completion of the required author workflows following acceptance.
• For Gold/Fully Open Access journals, whether or not an open access application has been submitted to TÜBİTAK, an article may benefit from the agreement in either case if quota is available at the time the article is accepted and the post-acceptance author workflows are completed.
• For Gold/Fully Open Access journals, submitting an open access application to TÜBİTAK at the time of manuscript submission and receiving approval does not constitute a quota reservation. The approval granted by TÜBİTAK is a “conditional approval”. In other words, the conditional approval becomes valid only if quota is available at the time the article is accepted and the required author workflows are completed.
Hybrid Journals:
The article quota allocated to Hybrid journals for 2026 has been fully used as of September 15, 2026.
• Open access applications cannot be submitted for articles accepted between September 15 and December 31, 2026.
• For Hybrid journals, an application to benefit from the agreement can be submitted after acceptance.
• For articles accepted in 2027, an application can be made to benefit from the agreement after acceptance and completion of the required author workflows, provided that the 2027 quota is available.
For the acceptance date of an article to be reflected in the system, the corresponding author must complete the licensing process and all required author workflows after acceptance.
