Agreement: Wiley Read and Publish Agreement
Summary: Within the scope of Wiley – TUBITAK ULAKBIM Wiley Read & Publish Agreement, our researchers (Corresponding Author) will be able to publish their articles in Wiley Hybrid and Gold Open Access journals without paying APC (Article Processing Charge).
The TÜBİTAK – Wiley Read and Publish Agreement was initially established to cover the years 2023-2025, and this agreement period has ended.
The terms of the agreement for the new period are still being discussed, and negotiations are ongoing. An official announcement regarding the renewal will be made after the scope and terms of the agreement are finalized and the license agreement is signed by the parties.
During this process, information from the publisher regarding questions from academics is provided below.
- When an article is accepted, if the agreement is active, the quota is available, and the article meets TÜBİTAK criteria, the article processing charge (APC) may be covered under the agreement.
- When an article is accepted, regardless of whether the agreement is active or not, if the quota is not available, the APC fee will be the responsibility of the author.
- Articles accepted after the license agreement is signed and becomes active can benefit from the agreement. It is not possible to retroactively include articles accepted before the license agreement is signed within the scope of the agreement.

Eligible Journals: Q1 and Q2 Wiley Hybrid and Gold open access journals indexed in WOS (except Hindawi) - Web of Science SCIE, SSCI, AHCI

Important Details:
- Your manuscript must have been accepted for publication in a Wiley hybrid journal on or after 1 January 2025, or submitted and accepted to a Wiley fully open access journal on or after 1 January 2025.
- The author must be the “corresponding author* of the article.
- 2025 national quota: 1561
- Article funding requests for OA publication will be reviewed for approval by TÜBİTAK ULAKBİM on a “first come, first served rule”.
- An institutional e-mail address must be used.
